Georgian Foreign Minister speaks about the possibility of restoring relations with Russia

“As long as Georgian territories remain under Russian occupation, there can be no question of restoring rail connections or diplomatic relations with Russia, and any discussion of neutrality is equally beside the point,” declared Georgia’s Foreign Minister, Maka Botchorishvili, during a parliamentary interpellation, Georgian Public Broadcaster reports.

The Minister told members of parliament that all available international mechanisms and instruments are consistently employed to inform the international community of Russia’s unlawful actions and to prompt an appropriate response.

“Specifically, a formal note was dispatched to the International Civil Aviation Organisation on February 20, 2025, stating that flights conducted over occupied Abkhazia without the authorisation of the Georgian government are unlawful and carried out in violation of the norms of international law. Georgia’s diplomatic service continues its uninterrupted work with every international organisation through which we have any instrument at our disposal in pursuit of our declared objective, the peaceful resolution of the conflict,” Botchorishvili stated.

The Foreign Minister further emphasised that the occupation itself constitutes an unlawful act and a violation of international norms, and that, accordingly, everything conducted within its framework must be regarded as unlawful. That, she said, is precisely how it is treated.

“The Georgian government’s position is clearly reflected in the rulings of international courts handed down between 2021 and 2025. These are the fruits of our international legal struggle, through which we are establishing our positions in law against the Russian Federation in connection with the unlawful occupation of Georgia’s regions. Given this reality, with Georgian territories under Russian occupation, there can be no discussion of restoring rail links or diplomatic relations. Equally irrelevant is any talk of neutrality,” Botchorishvili stated.
