On September 9, an international conference titled “The Role of Ports in Regional Connectivity and Strategic Cooperation” was held in Baku as part of the Conference on Interaction and Confidence Building Measures in Asia (CICA).

Organized by the Baku International Sea Port of “Azerbaijan Railways” CJSC (ADY), part of AZCON Holding, the conference brought together port executives and representatives of the transport and logistics sectors from across Asia, providing an important platform for developing regional transport and logistics connections, strengthening cooperation among ports, and exchanging experiences.

In his opening speech, Rovshan Rustamov, Chairman of Azerbaijan Railways (ADY), emphasized that Azerbaijan’s strategic position connecting Europe and Asia strengthens the country’s role in regional transport and logistics. He noted that the integration of Baku Port into ADY, along with sustainable infrastructure projects, enhances freight efficiency and expands transit opportunities.

“This approach removes barriers between rail and maritime transport, increases operational efficiency, shortens coordination processes, strengthens synchronization, and ensures faster cargo movement. At present, we are working intensively to expand container handling capacity. You know that Baku Port’s annual container throughput was originally designed for 100,000 TEU. Last year, following the merger, operational efficiency allowed us to raise this figure to 150,000 TEU, and by the end of this year, it will reach 200,000 TEU. Our target is to achieve approximately 300,000 TEU by the end of 2027. This will contribute significantly to the overall capacity of the Middle Corridor.”

Chairman Rovshan Rustamov added that declining water levels in the Caspian Sea and challenges facing global trade routes further underscore the importance of regional cooperation. He stressed that the CICA conference of port leaders serves as a vital platform for developing joint solutions to these challenges.

Speaking at the event, CICA Secretary General Kairat Sarybay emphasized the crucial role of ports in enhancing the efficiency of Middle Corridor operations. He underlined the importance of organizing such conferences as a means of deepening cooperation.

The conference continued with two separate sessions titled “Regional Cooperation and Sustainable Partnerships” and “The Importance of Ports and Multimodal Connectivity,” followed by a roundtable discussion.

During the sessions, participants discussed the efficient organization of cargo flows and the integration of maritime, rail, and road transport. The discussions also addressed the role of ports in strengthening regional connectivity, enhancing transport opportunities for landlocked countries through the Middle Corridor, the existing potential of ports, and prospects for cargo flows across Asia.

It was noted that Baku Port is increasingly recognized as a key hub for regional freight operations. Last year, the port achieved record results by handling 107,000 TEU of containers and more than 8 million tons of cargo, creating new opportunities for international freight operations.

Additionally, bilateral business meetings were held among port authorities of CICA member states, with strategic discussions on advancing inter-port cooperation. The meetings concluded with the adoption of a Joint Final Document.

On the second day of the conference, participants will visit the Baku International Sea Port to familiarize themselves with the General Cargo, Ferry, and Ro-Ro terminals, as well as attend presentations on the port’s digital systems.

The international conference titled “The Role of Ports in Regional Connectivity and Strategic Cooperation” is expected to further strengthen Baku Port’s role in fostering inter-port cooperation and advancing transport and logistics ties across Asia.
